Argues that the environment of health plan choice for the elderly in the United States, needs to be structured so as to serve all beneficiaries and the taxpayers in the future. Aims of Medicare; Reference to the Balanced Budget Act of 1997; Potential of well-managed coordinated care; Policy goals for restructuring Medicare insurance and care delivery options; Reasons for defining standard benefit packages.
