The Center for Health Policy Research and Ethics (CHPRE) partners with many organizations in advancing the Center’s goals to:
- Educate the public on health care policy
- Improve the transfer of research knowledge to the policy arena
- Engage a variety of experts and stakeholders to propose policy solutions to health care problems.

Robert Wood Johnson Foundation, 2010-12
Technical Assistance to Commonwealth of Virginia for planning to implement health reform, $124,484.
This grant covered the costs of planning, staffing, presentation development, and travel costs for a total of 3, one and one half day retreats for 24 members of the Virginia Health Reform Initiative and affiliated staff from August 2010 until December 2010. Developing a Monitoring Strategy for Health Reform’s Progress and Effects, $263,924.
The primary purpose of this project is to develop a strategy for measuring the multidimensional progress and impacts of health reform as it plays out in the essential dimensions of coverage expansion, delivery system reform, workforce development, and public health improvement, across the 50 different states and the District of Columbia. The “federalist” scope of the project is consistent with the logic of the PPACA for concrete, federal goals to be implemented through joint federal and state (and private) actions. Identical federal actions (or at least intent) will likely have different effects given different state choices and baseline realities that vary across these United States. PI: Len M. Nichols
National Partnership for Women and Families, 2010-11
Strategic Consulting for Consumer-Employer Disclosure Project, $83,602.
This grant was for analytic and strategic advice about how to advance the quality agenda in health reform regulation and implementation processes at both the federal and state levels. The Consumer-Employer Disclosure Project reflects the common agenda those two stakeholder groups share in transforming the health system to deliver higher quality care more consistently and at lower cost over time. Fairfax County, 2011
Technical Assistance to Fairfax County for Health Reform Implementation Planning, $225,000.
This grant is to do quantitative and qualitative research in support of Fairfax County’s Health Reform Task Force’s charge to develop implementation options for the county’s health services provision and priorities, as federal and state decisions and regulations take shape. PI: Len M. Nichols
Commonwealth of Virginia, 2011
Technical Assistance in support of Health Benefits Exchange Planning, Department of Medical Assistance, $250,764.
This contract was to help staff and prepare background memos and presentations for three all day meetings of the VHRI and to help manage sub-contractors (the Urban Institute and Price-Waterhouse Coopers)who prepared economic and actuarial analysis, respectively, in support of the VHRI ’s efforts to develop recommendations for Virginia’s Health Benefits Exchange, as required by HB 2434, passed in 2011. Technical Assistance in support of Health Benefits Exchange Planning, Department of Health, $134,498.00.
This contract was to manage the sub-contract to Alan Newman Research, which conducted focus groups and a telephone survey to garner small and medium-sized employer views of health reform and specifically, opinions about which features they would like to see in a Virginia HBE. PI: Len M. Nichols
American College of Cardiology, 2011
Editor-in-Chief of online Payment Innovations Community, $51,714.
This project entails general editorial responsibility, content solicitation and authorship for the Community on Payment Innovation, which aims to describe payment reform experiments, opportunities and challenges for physicians, hospitals, insurers, and patients. In addition to being a general payment reform resource for clinicians, the Community will focus on connecting specialists to the reform conversations and models. The Community can be accessed here. National Opinion Research Center, 2011-12
Senior Advisor for Evaluation of the Beacon Community Program, $30,999 .
Beacon Communities are 17 exemplars of implementing health information technology to transform care delivery, chosen by the Office of the National Coordinator of Health Information Technology (ONCHIT) in early 2010. NORC won the evaluation contract from ONCHIT, and Len M. Nichols is a senior advisor for quantitative and qualitative evaluation design purposes.
